Here are the things you can do to test your rice:

Water Test
Get a teaspoon of uncooked rice and pour it in a bowl of cold water. If all the uncooked rice sinks to the bottom of the bowl, it is fine. If the uncooked grains float to the surface, it's probably plastic and you can try some more on your lot just to make sure. If most of the grains really float, then discard your rice as it is most probably plastic and is hazardous to your health.

Fire Test
Try setting some uncooked rice grains on fire, make sure you have safety precautions doing this. If the grains start to burn readily and smells like plastic, they probably are. Again, discard the lot or submit to local authorities for further testing and maybe you have helped a lot more consumers.

Mortar And Pestle Test
Natural grains of rice, when crushed in a mortar and pestle, are fine powdery white. Artificial or plastic rice will have a tint of yellow discoloration. Again, do not consume, you can discard or send sample to local authorities and they should do what to do.
